I’m pleased to share a new policy brief for German Marshall Fund of the United States and Transitions Media that I co-authored with Will Kingston-Cox on the challenge of reintegrating Transnistria.

This is no longer only a diplomatic or political issue for Chișinău. Increasingly, reintegration of the Russia-backed territory with Moldova appears to be an economic problem and, paradoxically, one that is already being “managed” through Moldovan institutions in the absence of a political settlement.
