I’ve talked a lot about subsidiarity and about communities. Between 2015 and 2019, I also conducted research on the subject. Now, in 2026, I’m working in an applied way, and I’m glad to see subsidiarity in practice.
I arrived today in Torino where the conversation is moving from strategy to action. Between May 27 and 29, the city of Turin is hosting the EU Cities Mission Conference 2026 — an important moment for all cities that no longer want to just “promise” the green transition, but to turn it into real, funded, and implemented projects.
Too many cities already have strong plans, clear visions, and ambitious goals. But the real challenge starts now: how do we turn those strategies into concrete, funded, coordinated projects with real impact on people’s daily lives?
For me, this is what maturity looks like in urban policy. We are no longer just talking about direction, but about implementation. Not just ambition, but the ability to deliver. Not just the future, but the decisions that need to happen right now.
